Black MOLD?

They should seek medical help. If that is not possible get them out of the house and treat mold with borates.
I think it’s the landlord’s reponsibility. Your friends should not be living there if they are getting sick.
Mold has been around since before people – but with the advent of lawyers it has become “deadly”. No more so than peanuts or shellfish – only if you are allergic is it deadly – in which case you should avoid it. Clean the areas with bleach. Some areas of the country are more prone to moisture problems than others, but leaky plumbing can cause the problem even in arid areas. New wallboard products have been developed that do not have the paper coating that the mold grows on – but that only helps newer construction. If the problem is in the walls and can not be dealt with using bleach – notify the landlord (check what recourse you have in your state) – keep the apartment aired out while looking for a new place to live.
There’s only two things they can do. They HAVE to clean it up with comet and bleach and warm sudsy water, but if it comes back within the next 2 or 3 weeks then it’s for sure that someone painted over mold. There’s nothing you can do about that except strip the paint down and start from scratch… meaning have someone take over your lease and get the heck outta there! Landlords are good for this kinda stuff too.. usually. Slumlords do exist. Good luck.
Call your local Health Department and ask who to get in touch with to report the black mold problem. They can also give you information as to the risks of living in that type of environment. I believe that respiratory ailments were top of the list. Yes it can even cause death. It is a very serious thing.
