As far as I am aware there is no organization that can provide monetary or other forms of relief. There are other options, and what he is doing by tearing out the walls if he hasn’t contained or neutralized the mold spores will make everything worse. The way mold propagates is that once it reaches a certain size, typically dictated by environmental and genetic variables, is to release mold spores into the air. These mold spore can be as small as 2 microns, to give you some perspective you could fit 50 mold spores at 2 microns on the tip of a needle. these would not be visible to the human eye and can be very toxic depending on the species (Aspergillus, Cladosporium, Stachybotyrs). When dealing with mold, especially mold that you think is making you sick, contact an environmental consultant that deals with or specializes in mold sampling. In the following link there are some good resources to find a local professional to perform the sampling: Also you should make sure that the professional does both air sapling and tape life sampling.

By getting sampling done you know what levels and what types of mold you are dealing with. This will let you know how to proceed.

My best recommendation to you is to take all the precautions you can, purchase personal protective equipment that can be discarded after use in a mold infested area. There is so much to go into, my best course of action is to say that you should take a look at this site it will help you understand more about mold and what you can do to remove it from your house and your life in a safe and effective way and then keep it from coming back.
