Sounds like the roof has a leak you need to notify your landlord and have it fixed. It is very possible that you have mold but it is more than likely on the other side of the sheetrock.
If its wet call your landlord you might have a leaky roof and he would want to know.Or it could be stains from a previous leak in which case no concern anyway talk to management.
Toxic mold grows in between walls and dark spaces where no sunlight can reach and where there is a constant water source like from a leaking pipe. i.e. basements, crawl spaces, inside walls, ceilings etc. If you have a constant water source coming in from your roof it can become a toxic environment if its not already. Make sure you get the leak fixed and make sure there is no toxic mold growing where you cant see.
Mold, if indeed that is what it is, is always cause for concern…
