what’s the black stuff in my water lily garden?

I have a water lily on my front porch. It is in a pot placed inside a bigger pot. The water is stationary, I change it often. There are little black rod shaped things clinging to the side of the large outside pot and floating on top of the water. These things don’t move and if you touch them they disintergrate. What are they: mold, bugs, dirt leeching out of the small pot? The plant is doing really well, how can I get rid of this stuff without harming it? Thanks for any help.

    you might want to pick up a small pump fountain of some kind to keep the water recirculating to prevent stuff from growing.
